Under the general direction of the Recreation Superintendent, this position is responsible for the safe and effective maintenance and operation of the Joy Community Center and Borough Offices, requiring exceptional management and public relations skills. This position is responsible for the daily administration of the facility, including financial management, purchasing, staff supervision, contract and grants administration, and oversight of Recreation Specialists involved in Adaptive Programs, Senior Programs, and Family Programs.

Typical Duties
1. Responsible for the effective operation and maintenance of the Joy Community Center and Borough Offices (JCC). Coordinate shared use spaces, Facility Maintenance work orders, and the general operations of the facility. Update and Maintain facility emergency plans including training plans. 2. Participates in meetings with civic organizations, governmental agencies, private sector businesses and other groups to coordinate and promote further utilization of the JCC facilities. 3. Exercises management over recreation staff members, including full-time staff and temporary/seasonal employees. Responsible for the overall direction of the recreation employees, including but not limited to scheduling, hiring, training, discipline, and employee evaluation and occupational safety. 4. Responsible for all administrative functions to include assistance with budget preparation, all purchasing activities, staff training and development, and supervision. Assist with the development of RFP's and IFB's to augment recreation operations. 5. Develop detailed plans, goals, and objectives for recreation programs, specialized events and activities; direct, implement, and monitor the programs to determine effectiveness and recommend changes accordingly in order to provide effective, efficient services to the community. 6. Train staff to instruct and coach activities. Activities to include, but not limited to: indoor and outdoor sports and recreation such as basketball, bocce, ice skating, snowshoeing, bicycling, hiking, swimming, craft projects, swimming, and fitness. 7. Work closely with community agencies to obtain referrals and volunteers to work the programs. Develop and administer volunteer opportunities and assign/supervise volunteers accordingly. 8. Conduct interviews with prospective participants and communicate frequently with parents, teachers, care providers, and agencies concerning individuals, programs, and upcoming events. 9. Maintain participant profiles for each class and keep all staff up to date on registrants. 10. Ensure staff is current in CPR, First Aid, and new techniques relating to the adaptive participants. 11. Prepare a monthly newsletter and calendar of events for program participants. Prepare monthly attendance and activity reports. Maintain website calendars, registrations, and information. 12. MINIMUM QUALIFICATIONS: 1. Bachelor's degree in Adaptive Physical Education, Therapeutic Recreation, Psychology, Recreation Programming, or related fields plus three (3) years of work experience in recreation or community programs with a minimum of one year in special education, adaptive physical education, or a similar field. Appropriate professional work experience may be substituted on a year-for-year basis for the educational requirement. 2. Minimum of one (1) year supervisory experience. 3. Demonstrated ability to efficiently operate a personal computer. Proficiency in MS Word and MS Excel required, prefer experience with Access, Power Point, and desktop publishing. 4. Must possess and maintain current Standard First Aid, Adult and Child CPR, and Automated External Defibrillator (AED) certifications as recognized by the American Red Cross or equivalent. (ORIGINAL CERTIFICATIONS MUST BE PROVIDED AT THE TIME OF INTERVIEW.) 5. Required to work occasional weekends, evenings, and some holidays. 6. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. The Fairbanks North Star Borough is a local government agency serving the interior of Alaska, Fairbanks and the surrounding communities.
