| The NCAA is requesting applications from interested individuals for an independent contractor services position, as the national officials assignor for track and field. The position of assignor of officials is the NCAA’s commitment to improving the overall quality and consistency of officiating throughout track and field. The position will help promote better communication between officials, coaches and the NCAA, and help provide consistency in the application of NCAA track and field rules and officiating techniques; the intent is to work in conjunction with the officiating improvement programs currently administered by non-NCAA entities. The national assignor will also develop a method to evaluate officials’ performance during the regular season and championships. Additionally, the officials assignor will assist the NCAA divisional sport committees and championship hosts in the identification, selection and evaluation of officials for each of the NCAA track and field championships. This is a one-year term, renewable annually. The term will begin September 1, 2021. A monthly stipend and allowance for actual expenses will be paid.

Duties, Expectations and Responsibilities:
a. Plan, update and prepare the application platform for officials interested in working NCAA Division I, II and III track and field championship events;
b. Maintain a regional and national database of officials;
c. Assign all officials for all rounds of the championships, confirm those assignments with the divisional sport committees and championship host institutions;
d. Monitor that officials selected to work postseason are in compliance with the criteria set forth for selection (i.e. USA Track & Field certifications, working minimum number of NCAA contests, years of experience, background check information);
e. Notify officials of their assignments;
f. Work collaboratively with NCAA Track and Field and Cross Country secretary-rules editor and NCAA playing rules staff to ensure good communication as rules, interpretations and mechanics of the sports are reviewed and developed;
g. Work with the NCAA and USA Track & Field to disseminate to officials bulletins, points of emphasis, and rules updates/interpretations as provided by the NCAA secretary-rules editor;
h. Attend NCAA/USA Track & Field officials clinics (if requested);
i. Work with championship host officials coordinators to ensure they are prepared to handle all communication, planning and logistics surrouding the needs of the officials at each site once the officials selection process has been completed. This includes communicating travel, competition and meeting times, and lodging arrangements (if necessary) with each official;
j. Work with NCAA staff to develop an Officials’ Manual;
k. Provide annual report to divisional sport committees and NCAA staff;
l. Participate in conference calls with divisional sport committees, rules committee and NCAA staff liaisons as requested;
m. Attendance at both rules and sports committees annual meetings (if requested);
n. Travel to assigned championship final sites to evaluate the officials;
o. Shall not be an active NCAA coach, official, or conference coordinator/assignor. Officiating regular season cross country meets is permitted; and
p. Other duties as assigned by NCAA staff and/or the NCAA Track and Field Championship Committees. |
